I think you are right that he is using wallhack. BUT...
this demo is not good enough, you must have clicked CTRL and now we see NO weapon and more important: NO crosshair.
So I can not tell with 100% if this is a cheater.
Sorry Cerberus, but we need a better demo , where crosshair (aim) is visible before we can ban him.
