Playing for the Objective

I saw this question: Playing for the objective. What does it mean?
We play Eagle TDM so the game type is Team Deathmatch.
The objective of Team Deathmatch is to, as a team, get more kills than your opponent .
We play this TDM game type very loosely as there are no fixed teams and the score limit is just there to reboot the server once in a while :)
Still, there are some moments where we want people "go for the objective". For example:
1) If players are afk ( do not move at the spawn) and thus do not play for the objective, they are moved to spec. (automatically)
2) when one or more players of a team are messing around and use grenades at the spawn to do suicide. They disturb the play because they are effectively not playing. This can become really annoying when smoke grenades are used as well at the spawn.
This would be the moment to use a "play for the objective rule" (if we had one) and warn with a "player XYZ, go for the objective".
But we have no such rule we solve this simpler and say: "player XYZ, stop fooling around or be kicked".

IMO although it is not in the rules it is said in the entry of the game,
if you enter the server you are confronted with an explanation:

TDM
Your goal is to acquire kills for your team

Please use AutoJoin

I consider this as the objective (doelstelling for jeffrey:)
and use it in the administration as an argument.

But concerning the last issue (Troll blaming a Mod)
it obviously cannot be used by Trolls against Mods or Admins.
