a) Have the shoutbox on a separate page.

If there is a possibility, i'd say shoutbox on a separate page + a smaller version of it in the "Forum" page, ABOVE the forums.

If that is not an option (or woul require too much time or whatever) than imo:
c) Have the shoutbox on a separate page as well as in the bottom of each page (the shoutbox above the footer is excluded from the separate shoutbox page)

I can manipulate the layout to however I want it to be. So adding a chat above the forums is possible, but i think it would take up too much space on the top of the page.

Here's how it could look above the footer:

edit: colors and whatnot can be changed later on.
edit2: worth adding is that I will set it up so that only registered users can post in the shoutbox. This is to prevent spam bots from posting.

If both above the footer as well as a separate page, the shoutbox in both elements will "grab" the same chat history, so you can post in whichever element you like.
