Reason: not meeting the requirements.

Any votes that were already placed are non-existant.
When the guy meets the requirements, i will open the topic for voting for 7 days, anyone who already voted will be asked to vote again.

I will also delete the posts with votes but im just back from work and need to work around my stuff before i start wasting time.

He still doesnt meet the requirements, and does not seem to do anything to meet them (even those old ones), so to not keep it hanging, application denied.
